United Nations Security Council Backs the US Gaza Strip Peace Plan

The UN Security Council has voted to endorse measures advanced by Donald Trump for establishing a long-term stability in the Gaza Strip, encompassing the introduction of an international stabilisation force and a potential route to a sovereign Palestinian state.

Broad Backing with Notable Abstentions

This measure was passed by a count of thirteen in favor, with Russia and China abstaining. America's representative Mike Waltz informed the international body that it set “a fresh direction in the Middle East for both sides and all the inhabitants of the territory alike”.

Compromise Phrasing on Sovereignty

Addition of references to an independent Palestine was the price the United States offered for backing from the Arab and Islamic world, who are anticipated to supply peacekeepers for the multinational unit.

“The transitional arrangements that we embark on today must be carried out in following legal norms and respecting Palestinian self-determination,” the UK chargé d’affaires declared.

Government Opposition Persists

However, on the eve of the resolution approval, leader Netanyahu restated his administration's firm resistance to the formation of a independent Palestinian entity, creating uncertainty on whether the Israeli government will accept the execution of the UN-mandated proposals.

Key Provisions of the Measure

  • Prompt removal of existing limitations on humanitarian aid into the strip
  • Creation of an international stabilisation force
  • Moves towards reconstruction and a potential “route to Palestinian sovereignty and nationhood”

Unclear Language and Stipulations

The reference to Palestinian statehood was a compromise addition to an first US version which excluded it. Yet the wording is vague and dependent, declaring only that once the Palestinian Authority has reformed itself and the restoration of Gaza is advancing, “the circumstances may ultimately be in place for a feasible course to Palestinian independence and nationhood.”

Global Feedback

The phrasing did not meet of the firm commitment to the building of a sovereign Palestine beside Israel sought by Arab and Islamic states, as well as EU representatives, but in addresses to the assembly after the vote, representatives from those states said they were prepared to accept the agreement in the service of continuing the ongoing cessation of hostilities and immediate measures to feed and protect the over two million Palestinian residents in Gaza.

“Algeria has eventually decided to support of this document, a measure that we back its primary aim, namely the maintenance of the cessation of hostilities and the formation of circumstances permitting the Palestinian people to exercise their basic entitlements to independence and nationhood,” the Algerian envoy stated.

Execution Hurdles

This measure gives comprehensive monitoring control to a “board of peace” chaired by Donald Trump, but of undefined composition. This committee has to inform the international body but it is not required to follow the wishes of the UN or by the Palestinian leadership.

Additionally, it requires the formation of a expert Palestinian panel that is expected to manage routine management of the Gaza Strip and the delivery of services, but it is far from clear who would participate.

Security Force Mandate

The mission of the international stabilisation force empowers it to remove and dissolve fighting factions in the territory, but it is highly uncertain that potential participating nations would consent to confront such organizations. No country has yet committed itself to dispatching troops.

Additionally the requirements for reform of the Palestinian Authority, the precondition towards steps to Palestinian statehood, have been unclear.

EU representatives said they viewed it as pressing that the names of the expert panel to deliver services was agreed as quickly as possible.
